Personal Radio Association Intruder
and FCC Enforcement Committees

The national PRA Intruder and FCC Enforcement Committee has representatives in various areas of the United States. The organization is growing every day. Before you file a complaint, please contact your regional coordinator using the GMRS Intruder Forum at PopularWireless.com. The coordinator can help you make sure your complaint is accurate and complete before you submit it to the FCC Enforcement Bureau address in Gettysburg, PA. The coordinator can also advise you on techniques you can use to identify commercial intruders.

The FCC sends a copy of your complaint to the alleged intruder or rules violator. Your complaint should deal specifically with facts. Stay away from emotion and uninformed speculation. Have all of your own ducks in a row. Remember that if you are part of the problem you MIGHT just be part of the enforcement. action. Be brief, be specific, be polite. Remember that many businesses were placed in this position by unscrupulous radio vendors and some violators are just clueless and not mean spirited people. Your form has your name and address on it as the complainant unless you specifically request the PRA to file on your behalf. You must still identify yourself to the PRA and be willing to speak to the FCC Enforcement Bureau if requested to do so.

Your area committee may elect to contact certain commercial intruders. We have found such contact is generally not effective. It is not a requirement to make contact with an intruder before making a complaint to the FCC. At no time should you take any actions that place your safety in jeopardy.

Please contact your area coordinator if you would like to be a member of your region's committee. There are Committee Chairs for the following areas. Each chair person may have several other area coordinators that take responsibility for individual cities or counties. Contact the National Chair if your state is not listed by volunteering in the GMRS Intruder Forum.

The PRA is already working closely with Special Counsel Riley Hollingsworth of the Federal Communications Commission on GMRS enforcement issues. We believe that GMRS needs this kind of attention and that Mr. Hollingsworth has demonstrated a unique ability to get what needs to be done, done in the Amateur Radio Service. Those talents are now needed in GMRS.

A licensee is needed to represent Maryland's Western Shore. There appears to be quite a bit of unlicensed activity at commercial establishments in the Ocean City, MD area. It would be helpful to have someone on the Eastern Shore and on the Ocean side of the State. Contact Doug Smith doug@praweb.org to volunteer.

Race scanner buffs please let us know if you hear race drivers or racing staff at tracks you visit using GMRS channels including the 467. MHz repeater inputs. At least one track was heard using 467.625 MHz DCS 034 somewhere in Southern, MD.
